Some say the fires may have the cause of city code enforcement inspectors who failed to require proper documentation before issuing construction permits. City employees of the housing department who allow unauthorized construction need to face discipline. Some say Los Angeles government needs federal intervention because Los Angeles government officials cannot handle their own housing discrimination problems.
