City Employees Chad, Bret, Carlos Told About Unsafe Conditions at Hi Point Apts 90035

These calls were made to Eric Garcetti’s Citizen’s Council employees Chad, Bret, and Carlos, all code enforcement employees presumably making over $100,000 per year to deny fair housing services to Black Americans in Los Angeles. Attached are copies of the rent checks for June 1 showing: “Payment under protest. Rent. For maintenance and tandem parking.”

2nd Call to Chad Tatum

CityLA: “Chad Tatum is not available at the moment. At the tone, record your message. To end your recording, press pound. To reach an operator, press zero. (Tone).”

Tenant 9: “HI, today’s date is June 4, 2018. Again, this is tenant #9 at 1522 Hi Point St 90035. You have the phone number already. This is in reference to the May 28, 2018 code property violation, your case number 675834; that complaint is 2,246 words approximately. The Health and Safety code section 17920(e) requires you to make a diligent effort at inspection. The case number I just quoted is for nuisance conditions, the rear inside unsafe stair railing, the intercom unit 9 has not been maintained, the outside security lights are not working properly, the intercom is not fully functioning outside the building, there is an abandoned vehicle in stall #13 which has been there for four years, wow, three years at least, so under your due diligence authority, and according to the LAMC and State Law, you do have authority over the intercom system. Again this is tenant #9 at 1522 Hi Point St . Today’s date is June 4, 2018 about 8:47 pm. This call is to Chad Tatum, an employee of the city government of Los Angeles and the Mayor Garcetti’s Citizens Council. Thank you.” (#beep)

Tenant unit 9: “Hi, today is June 4, 2018, it’s 8:49 pm. And this is from tenant #9 at 1522 Hi Point St 90035. This is in reference to the May 28 2018 code property violation, your case number 675834; that complaint to you is approximately 2,246 words. I must say you have a very professional voice, well, maybe someone will put you on Youtube one day. So the Health and Safety code section 17920(e) gives your department the authority —-your code enforcement department—-the authority over nuisance conditions, as stated in the complaint, the rear inside unsafe stair railing, the intercom unit 9 has not been maintained since 2014, the outside security lights are not working properly, the intercom is not fully functioning on the outside of the building, and there is an abandoned vehicle at stall #13 which has been there for over three years. So you have due diligence authority according to the LA municipal code and state law; and this call is returning your call and also in reference to the case number I just quoted, and also in reference to the claim for damages that names Eric Garcetti and the Citizen’s Council and this call is to you, Bret, as (you are) a city government employee of the city government of Los Angeles. Again, this is tenant #9 and you have the phone number already. Thank you very much.” (#beep)

Tenant unit 9:

“This the tenant #9 at 1522 Hi Point St 90035 and it is June 4, 2018, about 8:52 p.m. This call is in reference to the city case number 675834, that is a code property violation case dated May 28, 2018, and that complaint is over 2,246 words. You have authority under the Health and Safety Code section 17920(e), and also the LAMC and other state laws, to investigate the complaint which includes nuisance conditions, the rear inside unsafe stair railing, the intercom unit 9 not maintained, the outside security lights not working properly, the intercom not fully functioning outside the building, an abandoned vehicle at in stall #13. So under your due diligence obligations, these issues have not been resolved. And you act under the authority as a city government employee under the authority of Eric Garcetti, the Citizen’s Council, as they are named in the claim for damages against the city government of Los Angeles, over these issues. Again, this is tenant #9 at 1522 Hi Point St 90035, and today is June 4, 2018. I’d appreciate a response in writing. Thank you very much.” (#beep)

These calls were made to Eric Garcetti’s Citizen’s Council employees Chad, Bret, and Carlos, all code enforcement employees presumably making over $100,000 per year to deny fair housing services to Black Americans in Los Angeles. A recall of three other calls will be posted in a separate email. Attached are copies of the rent checks for June 1 showing: “Payment under protest. Rent. For maintenance and tandem parking.”

The maintenance of the intercom and the assignment of tandem parking stall has not been received which may result in a lien being filed against the property owner, city Los Angeles government, or the maintenance person.

Tenant9: “Hi, this call is for Chad Tatum. This (Tenant 9) calling. Today is June 14, 2018 at 8:17 pm. I am returning a call (received) from the phone number 310-996-1726. That was the number I was told to call back on. The number I got the call from was 310-996-1723. Ok I am calling back because the 1726 number no one is answering and I know that this number is LAHCID, I don’t know if this is the rent control department or the code enforcement department. But anyway, I am calling back in reference to the numerous complaints against Hi Point Apts and that address is 1522 Hi Point St 90035.   And this call is to the LAHCID returning your call. Thank you very much.” (# pressed)

Tenant9: “This call is for Bret. And you are at the LAHCID. I assume this is also code enforcement and also the SCEP. And I am calling in reference to 1522 Hi Point St Apts. This is (Tenant 9) and today’s date is June 4, 2018 at 8:20 pm. Phone number is 323-319-4280. I am returning a call from your department that was left from the phone number 310-996-1723. I was told to call back at 310- 996-1726 but there is no one answering that phone and there is no voicemail. This call is in reference to the numerous complaints against Hi Point Apts in reference to housing services —-denial of housing services—-and as you know, maintenance is considered to be a housing service, and as you know, parking is also considered to be a housing service as well as rent reductions are also considered to be housing services and as taken from the LA municipal code and I am told by your code enforcement inspectors that you have been referring to the decisions and opinions of the rent stabilization department in terms of them quoting the LA Municipal code on what is a housing service so again I am simply repeating what code enforcement inspectors told me that the rent control department has determined that the intercom system here and the maintenance of it as well as the tandem parking stalls are considered to be housing services under the LA municipal code so that gives the rent stabilization department as well as code enforcement the authority and jurisdiction over these matters at 1522 Hi Point St. …today’s date is June 4, 2018 . This call is to Bret at 310-996-1727 in reference to the numerous complaints against this property and the claim for damages against the city government of Los Angeles. Thank you very much. (#beep)

TenantUnit9: “Hi, this message is to Carlos, Chad, and Bret. And I guess this is the code enforcement department, LAHCID. Today is June 4, Monday, 2018, 8:24 pm, this is (Tenant 9) …. tenant #9 at 1522 Hi Point St Apts, in reference to the multitude of code enforcement complaints that have been filed against this property and also the rent control complaints, the claim for damages against the city government, which (claim) also names all the employees in your department. This is in reference to 1522 Hi Point St: the intercom system has not been maintained since 2014, there are also some other issues that have been enumerated in the recent code enforcement complaints so I am returning your message left to me in which you simply said to call you at this number. As you know, the intercom system and maintenance and parking are housing services that determine by the LA municipal code , so the LA municipal code verifies that the code enforcement department as well as rent control department has jurisdiction over the intercom system and also the maintenance of that system in this building. That is probably all I need to say because as long as you have authority over maintenance, then you have the authority to order the property owner to make the maintenance to the intercom system or you have the authority to make the repairs yourself and bill the owner. I read that in numerous documents from the city government, so there’s really no debate on that issue. So we’re just waiting for the order of repair of the intercom system to take place and again you have my phone number ….This is ….tenant #9, 1522 Hi Point St, thank you very much.”
